Engrossed Substitute Senate Bill 6170: Environmental Tax Incentives

Communities come together to plant Solar Gardens- and visionary new laws are making it possible.

Senator Mark Udall has introduced the SUN act, which makes a tiny change to the tax code allowing federal tax rebates for solar panels hosted off-property. This law Colorado State Rep. Claire Levy (D-Boulder) has introduced the “Community Solar Gardens” bill. “It’s for people who are renters, who live in condominium projects and don’t have rooftops, people whose lots are shaded, people whose houses aren’t the right orientation…” says Levy. The bill will allow anywhere from ten to hundreds of subscribers to pool their resources and create a community solar energy plant divided between rooftops, parking lots, farms, and ranches.

The Washington state legislature recently approved the Community Solar Enabling Act, allowing co-ops to host solar panels for subscribers anywhere in the state.
