The community solar gardens act applies only to the investor owned utilities Black Hills and XCEL Energy.  Rural and municipal utilities may implement their own programs voluntarily.  United Power developed Colorado’s first community solar garden in 2008, and Holy Cross Energy, Delta Montrose Rural Electric Association, Grand Valley Rural Electric, San Miguel Rural Electric, and Colorado Springs Municipal Utility have created programs.
